The portal is a separate, later decision

Not every Project needs a client-facing application. When one does, its portal/ is hand-built in the vibe-react lane against a pinned @neon-law/ux release — scaffold deliberately leaves it out, so validate can tell "no portal yet" from "portal exists" without ambiguity.
